We're on a rolling 18 monthly cycle and in the middle of one right now. That said, I don't think restructures are always a bad thing. They probably just need to be treated a bit like ecological burn regimes. Success may come from the right intensity, at the right frequency to achieve the intended (and measured) outcome, with appropriate consultation done ahead, during and post the event.
